Demystifying Canada’s Temporary Foreign Worker Program

Presented by David M. Brown and Sandra A. Hakanson

As employers all through BC are well aware, Canada’s labour crisis is real.  In fact, with talk of pipelines and liquid natural gas, it’s now estimated that BC will need to fill 1,000,000 jobs by 2020.  While finding qualified people to fill key positions is a challenge that is only getting harder, in the past many employers have successfully responded to these labour shortages by using the Temporary Foreign Worker Program.

Over the past months this program has gone through a radical overhaul, leaving many businesses confused with respect to process, costs and even their admissibility to the program. In this timely presentation to the Kelowna Chamber of Commerce, Pushor Mitchell’s immigration team will provide local businesses an overview of recent changes to the temporary foreign worker program and will discuss topics such as new restrictions on low-wage positions, implications for service industries and what types of applications are receiving priority treatment.

Sandra is a lawyer with Pushor Mitchell LLP practicing solely in the area Canadian Immigration and Citizenship Law.

Sandra obtained her Law Degree (LL.B.) from the University of Manitoba and was called to the British Columbia Bar in 2005.

Since 2008, Sandra has focused her practice on Canadian Immigration and Citizenship Law. Sandra appears in front of the Immigration Appeal Division and Federal Court. She is familiar with assisting clients with all aspects of Canadian immigration.

Sandra is an active member of the Canadian Bar Association and is currently serving on her 6th yearas a Regional Representative on the Executive of the BC Immigration Section. She volunteers with the Access to Justice Clinic and with the Multiple Sclerosis Society Volunteer Legal Advocacy Program.

David is a lawyer with Pushor Mitchell LLP practicing in the areas of Canadian Immigration and Citizenship Law and Labour and Employment Law.

David is a graduate of the University of Moncton and was called to the New Brunswick Bar in 2010. David was called to the British Columbia Bar in 2013.

David has advocated on behalf of his clients before all levels of provincial courts and a wide variety of administrative tribunals, including the Human Rights Tribunal, the Employment Standards Board, the Workers’ Compensation Appeals Tribunal and the Social Security Tribunal of Canada.

David is very active in his community and volunteers his time to a number of causes. He currently sits on the Board of Directors of Kelowna Community Resources, volunteers with Access Pro Bono legal clinics and is a writer for the Canadian Bar Association’s Dial-a-Law program.
